HIGHWAY SAFETY / TRANSPORTATION MANAGEMENT PLANS
KLS believes that the most efficient way to reduce crash rates si for States and local agencies to take aim at significant highway safety challenges in ways that use good strategic planning and effective TMP development and monitoring.

Districtwide Truck Safety Enforcement Plan
Districtwide Truck Safety Enforcement Plan
This Truck Safety Enforcement Plan was created to help the District improve compliance with truck weight regulations. The purpose was to develop a Districtwide truck safety enforcement plan that identifies safety concerns regarding truck operations in the city and assesses the economic impacts of overweight/oversize vehicles. The study estimated that overweight trucks are the source of damage worth about $20 million each year to District’s pavements and bridges.
Strategic Highway Safety Plan (SHSP)
KLS developed the SHSP for the District of Columbia. This collaborative effort involved participants from 7 DC agencies. This comprehensive, 20-year strategic safety plan formulates the framework for advancing the District's safety activities and establishes a new direction for the District's transportation system.
SHSP Action Plan
KLS used the SHSP plan to develop 10 action plans; each action area was identified with its own performance measures. The detailed action plans are now in the design process. Estimated implementation cost is $50M.
Work Zone Safety and Mobility Policy
KLS developed the work zone safety and mobility guidelines in accordance with the SAFETEA-LU legislation. Guidelines developed include:
  1. District-level process and procedures to assess and manage the impacts.
  2. TMP guidelines/criteria.
  3. Design checklists and inspection reports.
  4. Training.
Traffic Records Strategic Plan
KLS developed the TRS plan mandated by the new SAFETEA-LU legislation. This coordinated/integrated IS plan will improve traffic records collection, analysis, and reporting. Estimated plan projects cost is $17M.
New York Avenue Bridge
KLS conducted constructability review(s) as well as extensive field investigations in developing the Transportation Management Plan (TMP) for New York Avenue Bridge over CSX. The TMP involved numerous projects:
  1. Resurface/Rehabilitate of Brentwood Road.
  2. Replace of 9th Street Bridge.
  3. Rehabilitate of New York Avenue Bridge.
  4. Traffic Safety Improvements.
  5. Reconstruction of First Street NE.
Estimated construction cost is more than $100M.
11th Street Bridges SE
KLS is part of the 11th Street Project Design / Build Team. The estimated cost $265M and when completed will allow better regional connections and provide drivers with easy accessibility to neighborhoods, historic areas, parks and interstates. The Transportation Management Plan (TMP) as being developed by KLS addresses Maintenance Of Traffic (MOT), Traffic Operations (TO) and Public Information (PI).
